ME: Mount Desert Island, Bass Harbor, increased mooring capacity

The following is from the 1st CG District Local Notice to Mariners 36/10.

The U.S. Army Corps of Engineers (USACE) plans to remove 1,800 cubic yards of a ledge in the navigable waterway in and around Bass Harbor, Maine both to increase mooring capacity for fishing trawlers and recreational vessels and to provide a channel connecting the inner and outer harbor anchorages. This project will last approximately 30 days beginning October 1, 2010 and will involve using explosive charges to remove a section of ledge.

The Coast Guard has established a temporary safety zone from October 1 through November 15, 2010 to restrict vessel movement through the area while explosive charges are in use. The safety zone is located 500 feet east of the Tremont Town Pier. The safety zone covers an area approximately 900 feet by 600 feet including all navigable waters from surface to bottom extending 300 feet around the following coordinates: 44º14’27.9"N, 068º21’01.8"W to the northwest; 44º14’28.5"N, 068º20’59.9"W to the northeast; 44º14’25.6"N, 068º20’59"W to the southeast; and 44º14’25.3"N, 068º21’00.1"W to the southwest. The zone will be marked with four, red, inflatable markers indicating the edges of the zone.

During the enforcement period of the safety zone, persons and vessels are prohibited from entering, transiting, anchoring or mooring within the zone unless specifically authorized by the Captain of the Port (COTP) or his designated representative.

ME: Castine, Barred Islands, shoaling

Shoaling has been reported in the vicinity of 44 14.127N  068 48.385W. The charted depth is 13' and the shoaling depth is 2.5'.

NH: Oyster River to Little Bay and Great Bay, no wake zone

The United States Coast Guard has established a temporary regulated navigation
area (RNA) on the Oyster River in Newington, New Hampshire on August 25 and 26
from 6 a.m. until 5 p.m. each day in order to test the effectiveness of boom deployment
strategies at preventing the spread of pollution in the event of a spill in the area.
All vessels transiting through this regulated area must do so at no wake speed
and adhere to all directions given to them by the Captain of the Port Sector Northern
New England or his designated representative.
Between 9:30 a.m. and 1:30 p.m. all vessels desiring to enter the RNA must
request permission to do so by the Coast Guard On-Scene Commander. Mariners
can request permission to transit by hailing the Coast Guard On-Scene Commander
on VHF radio channel 16 or by calling (603) 436-4415.

MA: Taunton River, new Brightman Street Bridge, construction

Since April 15, 2010, the vertical clearance (air draft) of the Taunton River navigation channel at the new Brightman Street Bridge has been limited
to 60 feet (see MSIB 02-10 of April 13,2010). This has been necessary to accommodate erection of bascule leafs and installation of concrete
bridge decking.
This temporary vertical clearance limitation was due to expire on June 15, 2010. However, due to construction delays the 60-foot temporary
vertical clearance limitation is extended until at least June 30, 2010. Future updates to the status of the new Brightman Street Bridge will be
provided as new information is provided to us.
Recreational vessels needing to transit through the Taunton River Channel in the vicinity of the new Brightman Street Bridge, for which 60 feet of
air draft is sufficient, should provide as much notice as possible by contacting the on-scene bridge contractor.
To avoid delays, commercial vessels needing to transit through the Taunton River Channel in the vicinity of the new Brightman Street Bridge, for
which 60 feet of air draft is sufficient, must provide at least 12 hours advance notice by contacting the on-scene bridge contractor.
Mariners are advised to use extreme caution when navigating in the vicinity of construction activity at the new Brightman Street Bridge, and to
monitor VHF channel 22 for the latest safety related navigation information.
Cianbro Corporation is the bridge contractor for the Massachusetts Highway Department. The Cianbro project manager for the new Brightman
Street Bridge project is Mr. Kaven Philbrook, who can be reached on-site via VHF channels 13 or 16. Mobile phone for Mr. Philbrook is 860-250-

Dredging is being done at the Dry-Dock Sinking Basin Pier 3 and Dry-Dock Landing Grid #1. This notice will be updated as more information
is
received.
The Corps of Engineers recently survey the channel in the Kennebec River in the vicinity of Doubling Point. A sand wave with minimum sounding of
22.1' MLLW in the vicinity of Kennebec River Buoy 31(LLNR 6160) has been identified. The coordinates of the worst shoal is as follows: 43-53'
15.5"N, 069-48' 39.0"W. Mariners are advised to use caution in transiting this area and not to rely on charted depths. A copy of the survey when
plotted will be posted the Corps web page at http://www.nae.usace.army.mil/navigation/navigation2.asp?mystate=me .
Caldwell Marine will be installing temporary cofferdams north of IMTT Bayonne Pier 7 on the Kill Van Kull and west of the 25th Street Pier Brooklyn
on Gowanus Bay from April 1 to on, or about, September 15, 2010. Work hours are Mon-Sat from 0500-1900. 1 Crane Barge and 1 Material
Barge will be on scene. Tug and 24' or 26' support vessels will also be used. Vessels will be monitoring CH 13, 16, & 14. Caldwell Marine point

MA: Marshfield - Scituate - New Inlet, shoaling

Shoaling has been reported from the North River Junction Buoy towards SOuth River Buoy 2 (LLNR 12360. This area is reported as approximately 3.5 feet during low tide. Mariners are advised to use caution while transiting the area, especially during extreme ebb tides.
